Project Overview

Twenty-four-storey student residence (≈654 suites) in the District of North Vancouver. Our rezoning mandate covered the complete Climate-Ready Rezoning Policy (CRRP) package alongside Step 3 + EL3 compliance: a rezoning (DP) energy model, a Comprehensive Energy Efficiency & Sustainability Report (CEESR) containing the Whole-Building LCA (A-C), Refrigerant LCE, CEEP strategy, BCBC Step Code report, OCP Energy Compliance, OCP Water Conservation plan, and OCP GHG Reduction plan, plus OCP Schedule B narratives and forms.

Key technical challenges included managing cooling loads and ventilation for small high-density suites, and right-sizing equipment while maintaining resilience. We coordinated MERV-13 filtration and active-cooling commitments, and set façade infiltration at ≈0.2 L/s·m² to reflect best-practice air-barrier targets. The preferred system is central air-to-water heat pumps with hydronic fan coils, high-efficiency ERVs, and heat-pump DHW pre-heat with boiler support for extreme cold.

Outcomes at DP demonstrate Step 3 + EL3: TEUI ≈ 80.28 kWh/m²/yr, TEDI ≈ 28.64 kWh/m²/yr, and GHGI ≈ 2.9 kg CO2e/m²/yr. Embodied carbon (A-C) intensity is ≈ 300 kg CO2e/m², and refrigerant LCE totals ≈ 37.70 kg CO2e/m². The submission included the CEESR package, the Step Code Part 3 Energy Checklist, CRRP commitment documents, and Design Verification (DNV) energy inputs for the CRP.
